Who Is Eligible?
FY2026 NSGP eligibility requirements:
  • Nonprofit status — must hold IRS 501(c)(3) or equivalent nonprofit designation
  • At-risk designation — organization is at elevated risk due to ideology, beliefs, or mission
  • U.S.-based facility — physical facility located within the United States
  • Houses of worship — mosques, churches, synagogues, temples are specifically included
  • Religious multiplier — religious nonprofits receive a 3× scoring multiplier per DHS policy
  • For-profit organizations are not eligible
  • Government entities (including public schools) are not eligible
  • Duplicate funding — cannot fund equipment already approved under another federal grant

Frequently Asked Questions
Do we need to match the grant funds?
No. NSGP FY2026 requires no match. The full award amount ($200,000 maximum) is 100% federally funded. You are responsible only for ensuring that funds are spent on eligible equipment within the performance period.
What is the religious organization multiplier?
DHS policy awards religious nonprofits (houses of worship, religious schools) a 3× multiplier on their IJ score. This dramatically improves competitive ranking. A mosque scoring 30/40 on the IJ becomes effectively 90 points in the competitive pool — making religious organizations among the most competitive applicants.
What is Environmental & Historic Preservation (EHP)?
EHP is a federal review required before any physical construction or installation can begin. It is conducted after award, not before. Ikhlas prepares and submits all EHP documentation on your behalf. You may not begin installation until FEMA approves the EHP review — doing so can result in the grant being clawed back.
Can we apply if we have never received NSGP before?
Yes. NSGP does not penalize first-time applicants. In fact, prior unfunded applicants may be viewed favorably as demonstrating persistent need. There is also no cap on the number of times an organization can apply or receive NSGP funding.
How long is the performance period?
NSGP performance periods are typically 18 months from the award date. All equipment must be procured and installed before the period end. Extensions are available in limited circumstances but require justification and state approval.
What documents does NSGP require with the application?
The core application requires: (1) Investment Justification (IJ) — FEMA Form FF-207-FY-21-115; (2) Organization Mission Statement; (3) Vulnerability Assessment (VA). Supporting documents such as IRS determination letter, incident reports, and law enforcement letters of support strengthen the application. Ikhlas coordinates all of these.

This is the highest-scoring section. Be specific and factual. Document every incident, threat, surveillance, vandalism, or hate crime — even if minor. FEMA reviewers look for concrete evidence of risk.
List every security incident at your specific facility — threats, vandalism, trespassing, suspicious surveillance, hate speech, assaults. Include approximate dates. Even minor incidents are significant.
A letter of support from local law enforcement significantly strengthens this section.

Describe the physical security improvements you are requesting. Each item must be tied to a specific vulnerability. FEMA evaluates how well the proposed equipment addresses identified weaknesses.
